The Federation Council is a statewide body made up of representatives from Carolina Federation chapters and affiliates across the state. Each year, this body will appoint an elections committee that will be responsible for developing candidate questionnaires, conducting candidate interviews, and making endorsement recommendations for statewide candidates. To receive an endorsement from the Carolina Federation PAC, a candidate must receive 2/3 of the votes of the Federation Council and the Delegate Assembly.

For local races (City/County/Municipal), the steering committees of local chapters will appoint an elections committee that will be responsible for interviewing and making potential endorsement recommendations. Summaries of these interviews and endorsements will be made available to members of the local chapters. Local endorsements will be approved by dues paying members of that local chapter. A candidate must receive a two-thirds (2/3) threshold of support from all votes to gain the endorsement of the local chapter. Local chapters will send their local endorsement decisions to the Federation Council for approval by majority vote.
